Report on the SC Youth Soccer Board of Directors meeting and Planning Meeting held on January 22-24, 2010 The SC Youth Soccer Association held its regularly scheduled Planning Meeting and Board of Directors meetings on January 22-24, 2010 at the Hilton Garden Inn, in Columbia. Listed below is a summary of relevant matters considered by the Board of Directors.
Planning Meeting During the Planning Meeting the Board decided to delay the calendar planning portion of the meeting and discuss “long term” matters and concerns for SCYS. Items discussed during this portion of the meeting were:
- Changing the mission statement of SCYS - Growth of the SCYS - Marketing & Communications - Hiring an Executive Director - Hiring a full time Director of Coaching - Fields in the Mid-State for leagues and cup play - Local & State government involvement and support - Grants - Term limits for Board members - Fee increases
After lengthy discussions on these topics it was agreed that SCYS will send a survey to each Club requesting feedback and to establish a priority for these long term issues before going forward with any changes to our present policies. During the Planning Meeting the Board considered and discussed every item of concern noted on the President’s report from the January 9, 2010, meeting with the Club Presidents and DOCs, which is posted on the front page of the web site.
During the Planning Meeting each Board and Staff member was given the opportunity to present proposals or express matters of concern before the entire Board, which they did with the understanding that any changes to current rules and policy would need to be presented during the BOD meeting.
Board of Directors Meeting The Board will develop and distribute a survey to every club requesting comments and feedback regarding long term strategic planning issues for SCYS and establishing a priority for such matters. Information from this survey will be collected and presented to the Board prior to the March 21st BOD meeting.
- The Board approved the SCYS Committee List, as posted on the website.
- The Board discussed the USSF World Cup Bid Participation proposal and decided to wait before committing funds to this program.
- The Board went to Executive Session to discuss the matter of the grievance and complaint against US Youth Soccer, SC Youth Soccer and four other State Associations.
- The Board approved fines against seven clubs and leagues for failing to comply with the Risk Management Policy.
- It was announced that the 2008 / 2009 financial audit report and Federal 990 forms have been completed and posted on the web site.
- Don Mikell will head a committee of club representative from each District to consider changes to the format and dates of the President’s Medal State Cup, with recommendations from this committee to be presented at the March 21st BOD meeting.
- The Board approved a motion to pay the entry fee for all SCYS Championship teams advancing to the 2010 Southern Regional Tournament.
- The Board approved a motion to pay the entry fee for all SCYS Championship teams advancing to the 2010 Region III President’s Cup.
- The Board approved a motion to eliminate the coach’s meeting at State Cup events and provide a forfeiture of the team performance bond for failing to comply with the team registration process.
- The Board approved to continue using fourth officials at the Bob Brantley Publix Challenge State Cup for all semi-final and final matches.
- The Board approved to continue allowing referee assessments at all youth league and State Cup matches.
- The Board approved a motion to make Red Card Tracking procedures consistent between all league and cup rules, to include the notice must be submitted within 3 days and a $200 penalty for coaches or assistant coaches who are ejected from matches.
- The Board failed to approve a motion to increase fees for Leagues and State Cups.
- The Board approved the purchase of four new advertising banners with the SCYS and USYS logos.
- The Board approved a raise for league administrator, Dennis Cook.
- The Board approved to pay the travel expense and provide a stipend and local transportation for all referees required to attend the 2010 Southern Regional Tournament.
- The Board approved the following rule changes: Rule C.19 Player Address to read “the player’s residence address including street (or p.o. box), city, state, zip code and a household email address; and Rule C.38 Youth Player to read “is an individual who is an amateur player …”. .
- The Board approved a motion to amend rule C.35.g Transfers to change the dates from December 1 until January 15 to December 1 until January 30.
- The Board approved a motion to adopt a new “Notice of Complaint” form, as a means for filing complaints with SCYS (see website)
- The 2011 ODP Sub-Regional event for girls has been awarded to SCYS and games will be played at CESA’s MeSA Complex in Greenville
- Recreation Director, Doug Gaddis, would like to provide the USYS Coaching Manual to clubs and coaches.
- Recreational Director, Doug Gaddis, discussed creating a state recreational manual with the Director of Coaching Education using the USSF Best Practices Guide as a resource.
- Recreational Director, Doug Gaddis, will coordinate and establish free training clinics for all U10 players in each District this spring.
- The Board approved a motion for SC Youth Soccer to adopt and use the US Youth Soccer website platform provided by American Eagle and accept the reduced rate offered by US Youth Soccer to small state associations.
- The Board decided the January Planning Meeting will now be defined as the Calendar Planning Meeting and will not be open to the membership.
- The Board decided the June BOD meeting will now be comprised of one day Strategic Planning Meeting, which will be open to the membership to attend and one day as the SC Youth Soccer Board of Directors meeting, which will continue to be open to the membership.

President’s report from the January 9, 2010Clubs represented at this meeting were Clemson Area Soccer Assoc., Carolina Elite Soccer Academy, Carolina FC, Columbia United FC, Mt. Pleasant Soccer Club and Carolina Select Soccer Club. Board members in attendance were Steve Ballentine, Michele Jenkins, Jane Simmons, Don Mikell, Bob Brantley, Elliott, Fayssoux, and Doug Gaddis. The meeting began at 3:00 pm and concluded at approximately 6:00 pm. The following is a summary of the discussion and concerns presented by those in attendance:
PRESIDENT MEDAL STATE CUP - FORMAT CHANGE Proposal to change to Presidents Medal State Cup format similar to that of Challenge Cup, with the top teams from league competition competing in a “first round” event then advancing to a “final four” competition. - What does SCYS consider the “purpose” of our present State Cup event?
- What are the concerns for making such a change
- Too many teams participating
- Not enough fields
- Shortage of referees
- There are only a limited number of clubs able to host the event due to the number of fields required
- Consider separating the event into a Boys and a Girls events to reduce the number of fields required to host
- Recommendation: appoint a committee, chaired by Don Mikell, with representatives from each district to study this proposal and report their findings to the BOD for consideration at the March meeting.
STATE CUPS – GENERAL - Is it necessary to have a coaches meeting for State Cup, considering the present means of communication available today?
- Is it necessary to have “fourth” officials at State Cup?
- Do not allow any referee assessments at State Cup events
- Require clubs hosting State Cup to provide practice facilities for teams
- Move “first round” of Challenge Cup before Thanksgiving
- Provide shirts for teams competing at Southern Regionals
- First round State Cup – alternate scheduling?
RULES - Adhere to the present rule which requires new clubs must have a minimum of 100 players to form a club, otherwise new clubs will continue to form with disgruntled parents or coaches and just a few players being recruited from existing clubs
- Conflict of Interest – Any BOD member should recuse themselves from decisions in which they have an interest or the appearance of an interest.
- What are the guidelines for club alliances or club partnerships?
DIRECTOR OF COACHING - SCYS needs to strongly consider hiring a “full time” director of coaching, the benefits of having a full time DOC would far outweigh the cost and clubs would agree to a fee increase for such;
- Provide better coaching education
- Provide assistance to clubs
- Provide summer camps within the state
- Assist with ODP
- Recruit new member organizations and players
ODP - Cost of ODP is too high
- Training is insufficient
- Club coaches should be more involved in the player selection process
- Proposed new SCYS DOC position should select coaches and assist with training
- Separate administrative duties from coaching duties
- Provide Regional Camp subsidies for players
- Subsidize first year of participation for players to allow exposure to the program
- All coaches were not wearing SCORE apparel at recent tryouts
REFEREES - Referees are not accountable to SCYS for their actions or performance
- Lack of communication between referees and SCYS
- More State Referee Committee meetings and involvement with SCYS
MISC. - SCYS should change to the Demosphere platform for our web site
- SCYS needs to be more active with the coaching committee and other committees
H1N1 Flu – Information for Associations, Coaches, Parents and PlayersSC Youth Soccer wants our members to work together to fight the spread of the H1N1 Flu! We want to take precautions to help protect players, coaches, parents and administrators. Most importantly, we are asking our member associations, coaches and teams to follow the guidelines laid out by the Center for Disease Control and Prevention. According to the Centers for Disease control and Prevention (CDC), nearly 100% of the flu virus moving about at this time is the H1N1 novel flu virus. Persons with flu-like symptoms such as cough, sore throat, runny and/or stuffy nose, body aches, headache, chills, fatigue, and fever of 100 degrees or greater, even diarrhea or vomiting, likely have the H1N1 virus. According to the CDC, it is expected that most person will recover from H1N1 infection without needing medical care. >>MORE

2012 USYSA Southern Regional Championships Comes to MESACarolina Elite Soccer Academy (CESA ) and the South Carolina Youth Soccer Association (SCYSA ) in conjunction with the Greenville County Council, Greenville City Council, Greenville County Recreation Department, and the Greenville Convention and Visitors Bureau are proud to announce that they will host the 2012 United States Youth Soccer Association’s (USYSA) Southern Regional Championships at the MESA Soccer Complex.
This prestigious event will bring together 188 teams with state championship teams from Alabama, Arkansas, Florida, Georgia, Louisiana, Mississippi, North Carolina, North Texas, Oklahoma, South Carolina, South Texas and Tennessee to compete to be regional champions and earn a berth in the USYSA National Championships. Pearse Tormey, Co-Executive Director of CESA, noted in making the announcement: “CESA is excited to have the opportunity to join with our state soccer organization, SCYSA, as well as Greenville’s public and private sectors to host the Southern Regional Championships.
This event has not been held in Greenville since 1995. We feel that with our state of the art facility at MESA, our tremendous core of over 500 local volunteers, and the commitment of local governing bodies, we will make this event a real showcase for the talented group of youth players who will participate as well as for the Greenville area as a great destination location.”
The 16 field MESA Soccer Complex, located in Greer, will host games featuring teams in six single year age groups (under 14 through under 19) for both boys and girls. The Southern Regional Championships will be held in June 2012 and will involve six days of competition. In addition, the Bi-Lo Center, in downtown Greenville, will host an opening ceremony for the over 5,000 players and parents, who will attend the regional event. The Marriott Airport will be the headquarters hotel.
The Southern Regional Championships are expected to provide a major economic boost for the Upstate as participants will fill in excess of 10,000 hotel room nights at 40 different properties over the duration of the tournament. The expected positive economic impact for the Greenville area is estimated at $8 million.
“The USYSA Southern Regional Championships is a perfect fit for the Greenville area. We can feature our superb hospitality, great sports and recreational facilities, supportive community, convenient and accessible location, ability to manage major events, and enthusiasm for family oriented activities --- all while generating revenue for area businesses. This will be a win-win for the Southern soccer community and our community,” added Gene Smith Executive Director Greenville County Recreation District.
SC Youth Soccer Team to Participate in National LeagueEntering its third season, the US Youth Soccer National League announced the 2009–2010 season schedule featuring top teams in the Under-15, Under-16 and Under-17 Girls and Boys age groups. League play kicks off with girls' games Dec. 3-6 in College Station, Texas, followed by boys' games Dec. 10-13 in Wilson, N.C. The U-17 Boys Carolina Elite Premier 92 team from South Carolina are scheduled to participate. >>MORE

Inspect Soccer GoalsInspect all soccer goals, soccer fields, grounds and equipment used by your organization to ensure that your club is in compliance and will remain in compliance throughout the seasonal year with all safety guidelines covered on the Soccer Goal/Field Inspection Form.
Every time a coach steps on the soccer field, it is the responsibility of that coach to ensure that the fields are safe to play on and that the goals are properly secured.
